Little Ilford man avoids jail for abusing dogs

A man has pleaded guilty to a number of animal welfare offences after one animal had part of its tail amputated.

Amarpal Singh, 32, of Banks Way, had been keeping dogs and puppies in conditions that have left them malnourished, underweight and surrounded by urine and faeces.

He admitted to five offences under the Animal Welfare Act 2006 at Willesden Magistrates’ Court on Thursday, 13 December.

“After seeing the conditions the dogs were living in, I wouldn’t want any dogs to be living in this way ever again,” said Police Constable Holly Hoare, who led the investigation.

“When we went to the address, the puppies were very quiet and unable to interact with us. A number of the dogs were showing signs of diarrhoea and there was little evidence of water or food.”

Officers attended his home address and discovered 23 Alapaha Bulldogs living in squalid conditions, 16 of which were puppies. They were found on Thursday, 9 November 2017.

In March 2015 he was served an Improvement Notice when Newham Animal Welfare Services and officers from The Met found three dogs living in filthy conditions in his rear garden. They found three dogs living in filthy conditions in his rear garden who were removed and Singh complied with the notice to clear up the area.

However, when they returned to his home last November, they found more dogs living in equally terrible conditions.

Hoare added: “They were all living in extremely poor conditions, with excrement that had not be cleared up in a number of days. Some of the dogs were in cages that were too small for them and it was distressing to see them in such a poor state of health.”

Singh was sentenced to a community order and must carry out 200 hours of unpaid work. He must also pay a victim surcharge of £85 and court costs of £1,275.

An order was also made under Section 34 of the Animal Welfare Act 2006 to disqualify Singh from dealing in dogs, owning them, keeping them, participating in keeping them and from being party to an arrangement where he would be able to control or influence the way in which they are kept for a period of two years.
