Police were called by the London Ambulance Service to The King Harold pub in Station Road shortly after 5.20pm on Tuesday, 11 September 2018.
They found Harvey Tyrrell, from Harold Wood, unresponsive and he later died in the back garden of the pub.
Investigators say the seven-year-old boy died after climbing over a wall to get a football and was electrocuted.
A 70-year-old man was interviewed under caution on 12 September 2018.
A 72-year-old man was interviewed under caution on 11 January 2019.
Enquires are continuing and a file on the incident has now been sent to the Crown Prosecution Service.
