The aim is to assist both older and disabled adults financially to make changes or essential repairs.
It is hoped this will allow residents to retain their independence for longer.
The grants are also aimed at meeting the individual needs of families of disabled children.
Financial assistance can be used for various support means including stair lifts, level access showers, and ramps into or around the home.
The money can alternatively be used to help people with dementia, those at risk of domestic abuse, and those who need adaptations so they can return home from hospital.
Havering’s Cabinet Member for Health and Adult Care Services, Councillor Jason Frost said: “These housing grants will help both older people and people with disabilities, make changes to improve their quality of life, by making improvements to reduce their risk of injuries and ill health and helping them to remain independent as long as possible.”
