A six-foot-high pile was among waste discovered on the estate agents land
The six-foot-high-pile was discovered by enforcement officers from Barking and Dagenham Council, during a visit to V W House, in Selinas Lane in March last year.
Officers also found 14 drums of used oil, discarded tyres and a number of black bags full of waste.
Mr Imran Nizami, of Nizami Properties, was issued with a Community Protection Notice. He was instructed to both clear the rubbish and put a weekly removal schedule in place.
When officers later re-visited to find no changes had been made, the landowner, Nizami, was issued with a £100 fixed penalty notice which he then failed to pay.
The landowner pleaded guilty at Barkingside Magistrate’s Court on Friday, 11 October 2019.
He was ordered to pay a £1,800 fine with £616 costs plus £90 victim surcharge.
Cabinet Member for Enforcement and Community Safety, Councillor Margaret Mullane, said: “We all have a part to play in keeping our borough clean, and although many of our residents and businesses already dispose of their rubbish responsibly, we won’t hesitate to take action against the minority who continue to think the law doesn’t apply to them.
“This landowner allowed the area to end up looking like a rubbish tip, which is not only unsightly but smelly and attracts vermin.
“We gave him several opportunities to resolve the issue, but he chose to ignore us. Today he learned an expensive lesson.”
