Two officers were patrolling the area when they noticed a silver Mercedes which was registered and insured to Wembley.
The vehicle also appeared to be taking side roads to avoid police and so they stopped it in Dunstable Close on Monday, 18 May.
They approached the male driver who told them he had borrowed the vehicle from a friend and only had an Albanian drivers license. He was also not insured to drive the car.
While he got out of the car, the officers noticed the man in the front passenger seat appeared to be very nervous. He did not speak any English and so the driver had to interpret for him.
Officers decided to detain both men after smelling cannabis coming from the car. They explained it would be searched and a large quantity of cash and drugs was subsequently found in the boot of the vehicle.
A gas bill with an address was also uncovered inside the boot. Detectives retrieved a key to the property and a later inspection revealed it was a cannabis factory.
Around 500 plants were found inside the building and an ongoing investigation has been launched.
