The three-year order would cover the town centre as well as Valentines, Loxford and Clementswood wards.
It would allow enforcement officers to deal with anti-social behaviour, such as spitting and public urination.
The PSPO would also help tackle street gambling and gaming which has been complained about by local residents.
Anyone who violates a PSPO can be fined or issued a fixed penalty notice.
