Two cars collided on Goresbrook Road just before 9am on Saturday, 20 February.
The driver of one vehicle remained at the scene.
A number of men left the other car, prior to police arriving.
The individual has been arrested on suspicion of dangerous driving and perverting the course of justice.
He has been taken to hospital as a precaution.
Enquiries into the incident are continuing.
