The driver of a blue Vauxhall Corsa was seen relieving himself in Sunningdale Avenue on Saturday, 24 August 2019.
The car was registered to Mr Raymond Kamara-Taylor who was asked to provide details of who was driving the vehicle at the time of the offence.
However, he failed to do so and was summoned to court.
Mr Kamara-Taylor also refused to attend the hearing and was ordered to pay a fine of £975.18 and a victim surcharge.
“As the owner of the vehicle, Mr Kamara-Taylor has the responsibility to cooperate with us and provide us with the details of the offender,” said Councillor Margaret Mullane.
“As he hasn’t, he will now have to stump up the money for the fine.
“Like all kinds of anti-social behaviour, we won’t stand for it and if we catch you, we will make sure that you pay for the crime. Our borough streets are not a public toilet and such unacceptable behaviour risks the health and safety of our residents.”
