The three-storey building would come with 87 care suits, including 24 dementia suites.
It would also benefit from communal facilities, such as a village hall, garden room, cafe, restaurant, cinema room and salon rooms.
Plans show the property would be built on a car park just south of New City College. It would be accessed via Ardleigh Green Road and adjacent to Nelmes Way.
Once completed, the care home would reportedly have around 50 parking spaces.
Along with the care home, three houses consisting of four bedrooms each would be built. These would be accessed from Garland Way.
The proposal is being discussed by Havering Council’s Planning Committee tonight so it may comment on the designs before a formal planning application is made.
