Enforcement officers caught Atrurs Daniluks disposing of his cigarette on the path outside Barking station.
They immediately issued him a £150 fixed penalty notice and advised him to pay it within 14 days to avoid the matter going to court.
Daniluks was reminded to pay several times but refused and he was eventually summoned to court.
The case was heard on Tuesday, 30 March 2021 but he failed to attend and, in his absence, he was ordered to pay a total of £704.
Littering is punishable by a maximum fine of £2,500 in a Magistrates Court.
