Gabreb Cash and Carry, in Heathway, had fruit and veg stalls outside that made it difficult for wheelchair users and people with pushchairs to get past.
Council officers discovered the stalls were 2.62 metres long which breached the two-metre limit set by the store’s street trading license.
They had previously warned the shop’s owner, Mohib Ullah, about the requirement but no action was taken to address the problem.
Mr Ullah claims he was out of the country for 11 months and did not receive the notices until he returned home.
However, he pleaded guilty when the case went to Barkingside Magistrates’ Court on Tuesday, 16 November.
Mr Ullah must now pay a £307 fine, £559 to the local council and a £34 victim surcharge.
Councillor Margaret Mullane, cabinet member for enforcement and community safety, said: “Rules and regulations are put in place for a reason and we expect all businesses to follow them.
“When shops also have stalls directly outside, this takes up valuable space for passers-by and can be a real obstruction for anyone with a pushchair or wheelchair, so it is important that they stick to the limit they’re allowed and don’t cause unnecessary issues for residents.”
