Boy charged with Walthamstow murder as victim named

A 15-year-old boy has been charged with the murder of Joseph Williams-Torres.

The 20-year-old was shot while in a parked car in Essex Close on Wednesday, 14 March.

He died on the way to hospital.

A post-mortem gave Joseph’s cause of death as a fatal wound to chest.

His parents paid tribute, saying: “Joseph was very much loved by his family and friends. He will be missed by all.

“As Joseph’s parents we would like to appeal to other parents to look into your hearts and ask yourselves ‘if I was in that position would I want other parents to pass on any information they know or suspect?’

“If you do then please do the right thing and contact the police.”

A second teenager, 17, was arrested in Leytonstone yesterday and remains in custody.

Police are returning to Essex Close tonight, a week on from the shooting, to appeal for witnesses to come forward.

Detective Chief Inspector Andrew Packer, leading the investigation said: “The victim was in a stationary vehicle which was approached by suspects before shots were fired. Three people then ran from the scene. I would like to hear from anyone who might have seen these people in the area around the time of the incident. We are completing a witness appeal tonight so please come and speak to my officers if you have any information.”
