Police have charged Vladyslav Dryhval with two counts of possession of an offensive weapon and a further count of possession of a bladed article.
The man, 46 of Lea Bridge Road in Leyton, is set to appear at Westminster Magistrates’ Court after being remanded in custody.
The Metropolitan Police say private security guards working on The Mall were alerted by a member of the public at 6.30pm on Tuesday, 13 April to a man carrying an axe.
The private security guards challenged and detained the man, who was then arrested by armed police officers on patrol nearby on The Mall.
He was taken into custody where he remained until he was charged on Thursday, 15 April.
