Man fined for failing to meet planning permission conditions in Romford

A man has been ordered to pay nearly £7,000 in costs and fines after failing to meet planning permission conditions for a building project in Romford.

Pritpal Singh, also known as Paul Singh, and his Stirling Property Investments Limited business, gained planning permission to demolish a bungalow on Southend Arterial Road in order to build eight flats on the site of the property.

Mr Singh failed to comply with conditions of providing car parking, landscaping, and rubbish and recycling facilities as part of the planning permission being granted.

Mr Singh pleaded guilty on behalf of himself and his company at Barkingside Magistrates’ Court on Tuesday, 23 February. Magistrates found in favour of the prosecution.

Pritpal Singh was personally fined £1,000, and his company Stirling Property Investments Limited, of which he is a director, was ordered to pay Havering Council’s full legal costs of £3,643.80.

Mr Singh and his business were also ordered to pay £280 in victim surcharges, making the fines and costs total up to £6,723.80. £3,000 has been ordered to be paid within 28 days and the remaining £3,723.80 within 56 days of the Court’s decision.

Pritpal Singh must also now still carry out the work set out in the original planning conditions or risk being prosecuted and fined a second time.

Councillor Damian White, Leader of Havering Council, said: “This successful prosecution shows that developers will not get away with flouting planning laws and I’d like to thank Council officers for all of their efforts with this case.

“This is a prime example of why anyone wishing to develop land should work with the Council, to make sure that what they have consent to build and also that they strictly abide by all conditions attached to any permission granted.

“Failure to do so will cause expense and hassle that is far in excess of just doing the job properly in the first place.”
