Half of the suspects are from Barking, and three are too young to be named publicly.
Metropolitan Police officers raided 11 addresses on Wednesday, 3 March and made the arrests as part of Operation Wordwell.
The men and boys have been charged with conspiracy to possess a firearm with intent to endanger life.
One 16-year-old and two 17-year-old boys were arrested and held in custody ahead of their next court appearance.
Also remanded are Barking 18-year-olds Veron Nikolla and Robert Ograja, and 19-year-olds Ashar Silcott and Alex Thuo.
They will be held along with 18-year-olds Hakam Ozcan from Essex and Daniel Adarkwah from Kent.
Jordan Oseha, 18, also of Barking, was granted bail at Barking Magistrates’ Court on Thursday, 4 March.
