Local Met Police officers awarded commendations at special ceremony

A police officer who is based in Barking and Dagenham has received a medal for saving a distressed teenager on the A13.

The 16-year-old was sitting on the central reservation on the dual carriageway in Essex in July 2018 and then stepped out in front of traffic.

A car that was approaching swerved to avoid the boy and PC Parker, who was driving past, immediately stopped in the outside lane of the road to create a barrier.

He then grabbed the teen and moved him to the verge, before ensuring he got the support he needed.

PC Parker was awarded the Royal Humane Society Silver Medal and the Police Medal at a ceremony held at New Scotland Yard yesterday (Wednesday, 26 August).

He was one of three serving officers who was honoured, alongside former officers and members of the public.

PC Parker had previously received a commendation from East Area Commander Stephen Clayman, during a ceremony at the Hallmark Hotel in Woodford Green.

Among the other officers who were honoured was PC Stuart Outten, who was attacked by a man with a machete in Leyton in August 2019.

Despite the onslaught, he managed to discharge his taser.

His first shot failed to incapacitate the man but the second was successful and the suspect fell to the ground and was detained.

Yesterday, PC Outten was given a Commissioner’s High Commendation for his bravery.

He said: “I will never forget what happened that night but I would never let it stop me doing the job I love.

“Luckily my training kicked in and thankfully the taser was effective the second time. 

“I have had a huge amount of support both internally and from members of the public and I am honoured to have now received this commendation – it means a huge amount.”

PC Outten’s attacker, Mohammed Rodwan, was found guilty of causing grievous bodily harm with intent following a trial and was sentenced to 16 years’ imprisonment and a further three years on extended licence. 

Met Police Commissioner Cressida Dick, said: “I am extremely proud to commend these officers and members of the public who acted without a thought for their own safety in order to protect others.

“Their quick thinking, bravery and professionalism is outstanding and I thank them for their selfless actions.”
